An investigator’s research project will end the last day of the month and is currently in deficit. The investigator has instructed his business office to transfer expenditures to a federal research project which has $10,000 remaining. Should the business office prepare such transfers?
No. The transfer of charges from a sponsored project fund in deficit status to a federal award is expressly unallowable in accordance with the Uniform Guidance (2 CFR 200.405(c)). Transferring costs from one project to another to use up remaining funds is unallowable.
